The program is led by two Victorian Greenhouse Alliances. In 2018 Solar Savers was initiated by the Eastern Alliance for Greenhouse Action (EAGA). In 2024 the regional aspect of the program was kicked off by the Goulburn Murray Climate Alliance.
Goulburn Murray Solar Savers currently has six participating local councils and is set to expand to more councils in 2025:
